Bilahari Kausikan is a prominent diplomat from Singapore, known for his insights into international relations, particularly in the context of Asia-Pacific politics.

Kausikan studied political science at the University of Singapore before receiving a scholarship to embark on a PhD in international relations at Columbia University. However, he decided against an academic career and returned to Singapore to join the Ministry of Foreign Affairs (MFA) in 1981.

Biography

H.E. Bilahari Kausikan is currently Ambassador-at-Large in the Ministry of Foreign Affairs (MFA), Singapore. From 2001 to May 2013, he was the Second Permanent Secretary and subsequently the Permanent Secretary of MFA. He retired in June 2013 after 33 years in the public sector.

Ambassador Kausikan held a variety of appointments in the MFA, such as Director for Southeast Asia, Director for East Asia and the Pacific and Deputy Secretary for Southeast Asia. He was the Permanent Representative to the United Nations in New York from 1995 to 1998 and Ambassador to the Russian Federation from 1994 to 1995. He has been awarded the Public Administration Medal (Gold) and the Pingat Jasa Gemilang (Meritorious Service Medal) by the Singapore government. He was also awarded the Order of Bernardo O’Higgins with the rank of Gran Cruz by the President of the Republic of Chile and the Oman Civil Merit Order by the Sultan of Oman. Ambassador Kausikan was educated at Raffles Institution, the University of Singapore and Columbia University in New York.

Bilahari Kim Hee Papanasam Setlur Kausikan[1] (Tamil: பிலஹரி பாபநாசம் செட்லூர் கௌசிகன், Chinese: 米金喜; Pe̍h-ōe-jī: Bí Kim-hí; born 1954) is a Singaporean retired academic, diplomat and civil servant who served as Singapore's Permanent Representative to the United Nations between 1995 and 1998.

Early life and education

Kausikan's father, P. S. Raman, was a late British Raj-born Indian immigrant who moved to Singapore after the Partition of India. After serving as a diplomat, the wealthy P. S. Raman married Lim Eng Neo, a Peranakan, with whom he had three children.[2]

P. S. Raman named his son Bilahari Kim Hee Papanasam Setlur Kausikan: Bilahari is the name of a raga; Kausikan is a form of the Vedic surname Kaushik; Setlur is a Brahmin sub-caste; and Papanasam is the name of P. S. Raman's home village in Tamil Nadu. Kim Hee (金喜; Kim-hí; 'golden joy')[3] is the Chinese name that Kausikan's mother gave him.[1]
